To the editor:

In his letter in last week's issue, Jim Monroe of the Professional Employees Union seems confused by my reference in a new items to "Minnesota will pay state employees by withholding money from school districts."

He goes on to say,"This is factually not correct" and that the delay on payments to schools was made "so the state would not have to borrow money to make ends meet."

Maybe I'm the one who's confused but isn't paying state employees part of making ends meet?
