Dorothy Boe left Tuesday's Bemidji City Council with a smile and a quiet, "Thank you."
Boe had asked the City Council to not advance the planned reconstruction of one block of 23rd Street Northeast, which is included in plans for the 201Renewal Project.
Her assessment, she said, would total about $6,000, not including interest, and she noted that the one block is a heavily traveled street due to the proximity of Bemidji State University.
"That's not a residential street," she said.
Further, she said the condition of the current roadway is not terrible.

"I can see many, many streets in town that are worse than that one block," she said.
There are just four properties on that one block and two of the property owners, including Boe, spoke out against the plans.
The council ultimately voted 6-0 to move approve the 2010 Street Renewal Project, but to exclude the reconstruction of 23rd Street Northeast.
The 2010 Street Renewal Project will facilitate the reconstruction of the following streets:
- Park Avenue Northwest between Paul Bunyan Drive Northwest and 30th Street Northwest.
- Grant Avenue Southeast between First Street Southeast and Fourth Street Southeast.
- Scott Avenue Southeast between First Street Southeast and Second Street Southeast.
- Central Avenue Southeast between First Street Southeast and Second Street Southeast.

Liquor licenses
The council, through its consent agenda, also approved on-sale liquor licenses for three new Bemidji businesses.
The new restaurants are:
- Toasty Beavers, to be located at 114 Third St. N.W. (in the former Moose Club). The application was submitted by Angela Larson of Bemidji.
- El Mariachi, to be located at 801 Washington Ave. S. (the former location of Bluewater Bait). The application was submitted by Davi Inc., which also operates the Mi Rancho restaurant on Anne Street Northwest.
- Whisky Depot, to be located at 128 First St. W. (the former Union Station building). Tavern Management Group Inc. plans to lease the former Union Station building to open Whisky Depot and had requested that the liquor license for Villella's Bada Bing be transferred to the new restaurant.
