MINUTES OF THE REGULAR SCHOOL BOARD MEETING BEMIDJI AREA SCHOOLS APRIL 18, 2022 The regular meeting of the Board of Education, Bemidji Area Schools, Bemidji, Beltrami/Hubbard Counties, Minnesota, was held on Monday, April 18, 2022, at 6:30 p.m., in the District Office Board Room. MEMBERS PRESENT: Ann Long Voelkner, Jeff Lind, Carol L. Johnson, Sarah Young, Gabriel Warren, and Superintendent Tim Lutz Maya Lindquist, Student Representative Savannah Haugen, Student Representative MEMBERS ABSENT: CALL TO ORDER: (Time: 6:30 p.m.) PREVIEW OF AGENDA – SUPERINTENDENT TIM LUTZ APPROVAL OF AGENDA The motion was offered by Sarah Young, seconded by Ann Long Voelkner, and carried by all in attendance to approve the agenda. CONSENT AGENDA The motion was offered by Jeff Lind, seconded by Gabriel Warren, and carried by consent to approve the following items: A. Minutes from School Board Meetings Held on March 21, 2022, March 24, 2022, April 4, 2022, and April 11, 2022 B. Current Bills & Special Checks Totaling: $3,304,224.06 C. Certified Confirmation of Resignations D. Noncertified Staff Resignations E. Request for Extended Leave: Peter Bahr F. Request for Extended Leave: Jeffrey Olson G. Field Trip Request – Bemidji High School JROTC SPECIAL TOPICS Spotlight Presentation: Lincoln Elementary Social Emotional Learning (SEL) - Jason Luksik and Kristin Johanneck COVID-19 UPDATES COVID-19 Updates – Superintendent Tim Lutz Superintendent Tim Lutz provided an update on COVID-19. There are currently two staff and four students who are positive COVID. Nobody is quarantining. A few weeks ago there were approximately 20 students who came back from a trip to Washington, DC and tested positive. As of last Thursday a majority of students were able to return back to school. As a result we had 243 lost student days last week. The Resolution for Health and Safety Measures that was revised in February will sunset at the end of the school year. STUDENT REPRESENTATIVE REPORTS Maya Lindquist & Savannah Haugen reported on Bemidji High School activities including: Speech Team sending two participants to state this weekend; the music trip to Washington, DC; upcoming spring concerts; and spring sports/activities underway. PUBLIC PARTICIPATION 1. Rich Soltau – Bullying LISTENING SESSION REVIEW Gabriel Warren and Ann Long Voelkner reported on the following Listening Session topics: Bullying and making schools safer. DONATIONS The motion was offered by Gabriel Warren, seconded by Sarah Young, and carried by all in attendance to accept the following donations: $1,000 from the First National Bank Bemidji for the Bemidji High School FIRST Robotics team and $1,000 from the Bemidji Eagles Aerie #351 for the Bemidji High School Gymnastics team. EQUITABLE STUDENT ACHIEVEMENT Summer School Programming Update Colleen Cardenuto, Director of Curriculum & Administrative Services, indicated summer school programming will be offered to students in grades K-8 and high school. Both programs will be offered June 13 – July 21. Credit recovery will also be offered at BHS. No action was taken. Approval of Special Education Extended School Year Programs and Summer Hours The motion was offered by Ann Long Voelkner, seconded by Jeff Lind, and carried by all in attendance to approve the 2022 Special Education Extended School Year Programs and Summer Hours. RELATIONSHIPS/COLLABORATION HIGH QUALITY DISTRICT Prime Vendor Contract Award Recommendation The motion was offered by Sarah Young, seconded by Gabriel Warren, and carried by all in attendance that the PFG Twin Cities be awarded the Prime Vendor Contract for the 2022-2023 school year with the option to extend the contract up to four additional years. Bemidji High School Roof Repair Bids The motion was offered by Ann Long Voelkner, seconded by Jeff Lind, and carried by all in attendance to approve the low bid of $2,899,000 from Jackson & Associates for the Bemidji High School roof project. Potential Reductions and Additions in Programs and Positions – ESSER The motion was offered by Jeff Lind, seconded by Ann Long Voelkner, and carried by all in attendance to act on Resolution #2 – Potential Reductions and Additions in Programs and Positions – Using ARP ESSER III Funds. Ann Long Voelkner introduced the following resolution and moved its adoption: RESOLUTION DISCONTINUING AND REDUCING EDUCATIONAL PROGRAMS AND POSITIONS WHEREAS, the School Board of Independent School District No. 31 adopted a resolution on December 21, 2020, directing the administration to make recommendations for reductions in programs and positions; and WHEREAS, said recommendations have been received and considered by the School Board; BE IT RESOLVED, by the School Board of Independent School District No. 31, that the following positions be discontinued: 1. 0.17 FTE Industrial Technology 2. 0.33 FTE English/Language Arts The motion for the adoption of the foregoing resolution was duly seconded by Gabriel Warren and upon vote being taken, the following voted in favor: Sarah Young, Jeff Lind, Gabriel Warren, Ann Long Voelkner, and Carol L. Johnson, and the following voted against: None. WHEREUPON, said resolution was declared duly passed and adopted. Ann Long Voelkner introduced the following resolution and moved is adoption: RESOLUTION INCREASING POSITIONS WHEREAS, the School Board of Independent School District No. 31 adopted a resolution discontinuing positions, and WHEREAS, recommendations for a staffing addition has been received and considered by the School Board; BE IT RESOLVED, by the School Board of Independent School District No. 31, that the following position be added: 1. 0.17 FTE Mathematics 2. 0.17 FTE Business Education 3. 1.00 FTE Art 4. 1.20 FTE Sections for Non-Public Dual Enrollment 5. 0.20 FTE Elementary Title I (Gene Dillon) 6. 1.00 FTE Elementary Education (Solway) The motion for the adoption of the foregoing resolution was duly seconded by Sarah Young, and upon vote being taken, the following voted in favor: Ann Long Voelkner, Gabriel Warren, Jeff Lind, Sarah Young, and Carol L. Johnson, and the following voted against: None. WHEREUPON, said resolution was declared duly passed and adopted. Resolution Relating to Termination and Nonrenewal of Contracts Jeff Lind introduced the following resolution and moved is adoption: RESOLUTION RELATING TO THE TERMINATION AND NONRENEWAL OF THE TEACHING CONTRACTS OF SHAYNA FELLMAN, EMMA GRUND, KYLA HANNEM, JUSTIN HENRY, TYLER JOHNSON, MALCOLM MCCANNELL, MADELINE MEIERS WHEREAS, Shayna Fellman, Emma Grund, Kyla Hannem, Justin Henry, Tyler Johnson, Malcolm McCannell, Madeline Meiers are Tier 1 or probationary teachers in Independent School District #31, BE IT RESOLVED, by the School Board of Independent School District No. 31 that pursuant to M.S. 122A.40, Subdivision 5, the teaching contracts of Shayna Fellman, Emma Grund, Kyla Hannem, Justin Henry, Tyler Johnson, Malcolm McCannell, Madeline Meiers are hereby terminated at the close of the 2021-2022 school year on June 6, 2022. BE IT FURTHER RESOLVED, that written notice be sent to said teachers regarding termination and nonrenewal of their contracts as provided by law, and that said notice be substantially in the following form: NOTICE OF TERMINATION AND NONRENWAL Dear: You are hereby notified that at the regular meeting of the School Board of Independent School District No. 31, held April 18, 2022, a resolution was adopted by majority roll call vote to terminate your contract at the end of the current school year on June 6, 2022, and not to renew your contract for the 2022-2023 school year. Said action of the Board was taken pursuant to M.S. 122A.40, Subdivision 5. You may officially request that the School Board give its reasons for the nonrenewal of your teaching contract. Johnson, and the following voted against: None. WHEREUPON, said resolution was declared passed and adopted. Superintendent Search Update Chair Carol L. Johnson provided an update on the Superintendent Search process. Second round interviews and selection will take place on April 21, 2022 and action on an employment contract will be held on May 2, 2022. WORKFORCE DEVELOPMENT UPCOMING EVENTS Second Round Superintendent Interviews – Thursday, April 21, 2022, 4:00 p.m. Special School Board Meeting, Monday, May 2, 2022, 7:00 a.m. May Board Meeting – Monday, May 16, 2022, 6:30 p.m. OTHER Once Around the Table School Board Members shared their observations of events in the district.
