MINUTES OF THE REGULAR SCHOOL BOARD MEETING BEMIDJI AREA SCHOOLS AUGUST 15, 2022 The regular meeting of the Board of Education, Bemidji Area Schools, Bemidji, Beltrami/Hubbard Counties, Minnesota, was held on Monday, August 15, 2022, at 6:30 p.m., in the District Office Board Room. MEMBERS PRESENT: Jeff Lind, Sarah Young, Todd Haugen, Carol L. Johnson, Ann Long Voelkner and Superintendent Jeremy Olson MEMBERS ABSENT: None CALL TO ORDER: (Time: 6:30 p.m.) PREVIEW OF AGENDA – SUPERINTENDENT DR. JEREMY OLSON APPROVAL OF AGENDA The motion was offered by Sarah Young, seconded by Ann Long Voelkner, and carried by all in attendance to approve the agenda. CONSENT AGENDA The motion was offered by Jeff Lind, seconded by Todd Haugen, and carried by consent to approve the following items: A. Minutes from the July 18, 2022 and August 1, 2022 School Board Meetings B. Current Bills & Special Checks Totaling: $3,714,234.57 C. Request to Accept Bus Grant D. Request to Accept Swim Grant E. Second Reading and Adoption of Revised SBR 200-70-2: Personnel – Drug and Alcohol Testing F. Second Reading and Adoption of Revised SBR 900-10-4: Drug Free workplace/Drug Free School Policy G. Release from Contract Requests H. Non-Certified Staff Resignations I. Certified Staff Appointments SPECIAL TOPICS Bemidji High School Bands – Derek Wickum Bemidji High School Marching Band talked about their season. They won many awards including Top Drum Major and Grand Champion. A video was shown of their performance. STUDENT REPRESENTATIVE REPORT LISTENING SESSION REVIEW There were no listening sessions. DONATIONS EQUITABLE STUDENT ACHIEVEMENT RELATIONSHIPS/ COLLABORATION HIGH QUALITY DISTRICT First Reading of Revised SBR 300-60-1R: District Purchasing and Requisitioning Administrative Procedure The motion was offered by Ann Long Voelkner, seconded by Jeff Lind, and carried by all in attendance to approve the first reading of revised SBR 300-60-1R: District Purchasing and Requestioning Administrative Procedure School Bus Transportation Contract – Bemidji Bus Lines The motion was offered by Sarah Young, seconded by Todd Haugen, and carried by all in attendance to approve the three year contract for school bus transportation services in the amount of $205,178.00 in 2022-23, $210,195.00 in 2023-24, and $215,415.00 in 2024-25. Staffing of Positions At the April 18, 2022, School Board meeting, action was taken to release Shayna Fellman, Kyla Hannem, Malcolm McCannell, and Madeline Meiers effective June 6, 2022. Vacancies exist for an art teacher at Northern and J.W. Smith Elementary Schools, a mathematics teacher at Bemidji Middle School, a special education teacher at Bemidji High School, and a science teacher at Bemidji Middle School. Therefore, it is recommended that Shayna Fellman, Kyla Hannem, Malcolm McCannell, and Madeline Meiers be rehired for these positions. Ann Long Voelkner introduced the following resolution: RESOLUTION TO REHIRE SHAYNA FELLMAN, KYLA HANNEM, MALCOLM MCCANNELL, AND MADELINE MEIERS WHEREAS, vacancies exist for art, special education, mathematics, and science teachers, the School Board of Independent School District No. 31 is rescinding the termination of probationary teacher Shayna Fellman, Kyla Hannem, Malcolm McCannell, and Madeline Meiers. BE IT RESOLVED that a teaching contract be issued to Shayna Fellman, Kyla Hannem, Malcolm McCannell, and Madeline Meiers for the 2022-2023 school year. The motion for the adoption of the foregoing resolution was duly seconded by Jeff Lind, and upon roll call vote being taken, the following voted in favor: Ann Long Voelkner, Jeff Lind, Sarah Young, Todd Haugen, and Carol L. Johnson, and the following voted against: None. WHEREUPON, said resolution was declared passed and adopted. Approve District Goals The motion was offered by Ann Long Voelkner, seconded by Todd Haugen, and carried by all in attendance to approve the 2022-2023 District Goals as presented. WORKFORCE DEVELOPMENT UPCOMING EVENTS September Meeting – Monday, September 19, 2022, 6:30 p.m. Back-to-School Workshop Dates OTHER Once Around the Table School Board Members shared their observations of events in the district.
