APRIL 8, 2021
The special meeting of the Board of Education, Bemidji Area Schools, Bemidji, Beltrami/Hubbard Counties, Minnesota, was held on Thursday, April 8, 2021, at 5:00 p.m., in the District Office Board Room.
MEMBERS PRESENT: Carol L. Johnson, Jeff Lind, Jeff Haack, Gabriel Warren, Sarah Young, Ann Long Voelkner, and Superintendent Tim Lutz
MEMBERS ABSENT:

CALL TO ORDER: 5:00 p.m.
FY 21 AND FY 22
Budget Projections
Krisi Fenner, Director of Business Services, reviewed the district’s budget situation including new ESSR II funding the district recently received. The district will start FY 2021-2022 with a $1.6 million positive balance. Due to loss in revenue and expenditure inflation, the projected ending unrestricted fund balance for the same year is estimated to be - $4,021,000.00 if no action is taken to reduce expenditures. The district recently received $5.1 million in one-time ESSR II funding to help with costs related to COVID-19 for 2020-2021 and 2021-2022. No action was taken.
Classroom Adjustment
Projections
Jordan Hickman, Director of Human Resources, reported on the proposed staffing adjustment process. He based the projections on the closure of Central Elementary, current registration and enrollment data. The Board will take official action on staffing at the regular April meeting.
Elementary Boundaries
Robert Wicklund, Transportation Coordinator, shared the revised attendance area boundary adjustments. Due to the closure of Central Elementary school, the elementary boundary lines were adjusted. The number of students affected by the adjustment: 5 students transferring to Solway from Central; 3 students transferring to Lincoln from Central; 32 students transferring to Horace May from Central; 27 students transferring to J.W. Smith from Central; 26 students transferring to Northern from J.W. Smith. No action was taken.
Payment of Fees and Other Charges Policy
Troy Hendricks, Bemidji High School Activities Coordinator, indicated the proposed revised Payment of Fees and Other Charges Policy is comparable to our peer schools. In some cases we are lower. Troy also shared costs per participant expenses and revenue report. The Board will take official action at the regular April meeting.
