The regular meeting of the Board of Education, Bemidji Area Schools, Bemidji, Beltrami/Hubbard Counties, Minnesota, was held on Monday, December 16, 2019, at 4:30 p.m., in the District Office Board Room.

The motion was offered by John Gonzalez, seconded by Jeff Lind, and carried by all in
attendance to approve the agenda.

CONSENT AGENDA
The motion was offered by Carol L. Johnson, seconded by Sarah Young, and carried by
consent to approve the following items:
A. Minutes from the November 25, 2019 School Board Meeting
B. Current Bills and Special Checks Totaling: $3,436.456.44
C. Second Reading and Adoption of Revised SBR 500-10-1: Transportation – Student

STUDENT REPRESENTATIVE REPORT
Taylor Gish and Joel Roberts reported on Bemidji High School activities including: Special Olympics fundraiser, Winter Formal, Unified Winter Wonderland Formal, ACT testing.

2020 OPERATING REFERENDUM
Formation of Referendum Subcommittee
The following people agreed to serve on the Referendum Subcommittee: Jeff Lind, Jeff Haack, Ann Long Voelkner, Tim Lutz, and Chris Leinen. The committee will meet prior to
the next School Board Meeting to formulate a possible question for the 2020 Operating Referendum.

Election Timeline
Chris Leinen, Director of Business Services, shared an election timeline for the 2020 Special Election. He stated the deadline for the School Board to pass a resolution calling the election is August 21, 2020.

DONATIONS
The motion was offered Carol L. Johnson, seconded by Jeff Lind, and carried by all in
attendance to accept the donation of $500 from Randy Jaeger and Jeanne Jaeger for the
McKinney-Vento program.

HIGH QUALITY DISTRICT
2019-2020 Indian Education Policies and Procedures
The motion was offered by John Gonzalez, seconded by Ann Long Voelkner, and carried
by all in attendance to approve the 2019-2020 Bemidji Area Schools Indian Education Policies and Procedures as written.

2019 Payable 2020 Levy Certification
The motion was offered by Ann Long Voelkner, seconded by John Gonzalez, and carried by all in attendance to table the 2019 Payable 2020 Certification until after the Truth in Taxation Hearing.

Potential Reduction in Programs and Positions
John Gonzalez introduced the following resolution and moved its adoption:
RESOLUTION DIRECTING THE ADMINISTRATION TO MAKE RECOMMENDATIONS
FOR REDUCTIONS IN PROGRAMS AND POSITIONS AND REASONS THEREFORE

WHEREAS, the financial condition of the school district may dictate that the School Board must consider a possible reduction in expenditures, and
WHEREAS, shifts in elementary and secondary student participation might cause discontinuance of positions and/or curtailment of programs, and
WHEREAS, a determination must be made concerning which teachers’ contracts must
be terminated and not renewed, and which teachers may be placed on unrequested
leave of absence without pay or fringe benefits;
BE IT RESOLVED, by the School Board of Independent School District No. 31: That the School Board hereby directs the Superintendent of Schools and administration to consider the discontinuance of programs or positions to effectuate economies in the school district and reduce expenditures; and make recommendations to the School Board for discontinuance of programs, curtailment of programs, discontinuance of positions or curtailment of positions.
The motion for the adoption of the foregoing resolution was duly seconded by Carol L. Johnson, and a tabulation of votes is as follows:

AYES: Carol L. Johnson, John Gonzalez, Sarah Young, Ann Long Voelkner, Jeff Lind, and Jeff Haack

NOES: None
ABSENT: None
WHEREUPON, said resolution was declared passed and adopted.

State Competition Participant Recognition Fall 2019
Members of the Cross Country, Girls Soccer, and Girls Swimming teams were recognized for their outstanding accomplishments for participating at the highest level of competition under the Minnesota State High School League.

School Board Members shared their observations of events in the district.

Recess
The motion was offered by Carol L. Johnson, seconded by John Gonzalez, to go into recess until 6:00 p.m. for the Truth in Taxation Hearing. Time: 5:15 p.m.

Taylor Gish excused herself from the meeting – 5:20 p.m.
The meeting reconvened at 6:00 p.m.
Truth in Taxation Hearing

Chris Leinen, Director of Business Services, reviewed the Bemidji Area Schools Truth in Taxation Taxes Payable 2020 information. No action was taken. The motion was offered by Jeff Lind, seconded by John Gonzalez, and carried by all in attendance to remove the 2019 Pay 2020 Levy Certification from the table.

2019 Payable 2020 Levy Certification
The motion was offered by Jeff Lind, seconded by Carol L. Johnson, and carried by all in attendance to certify the 2019 Pay 2020 Levy at $10,639,023.11.

The motion was offered by Sarah Young, seconded by John Gonzalez, and carried by all in attendance to adjourn. Time: 6:21 p.m.
