Northern School Playground Drainage
Independent School District 31, will receive sealed Bids for the Northern School Playground Drainage project, until 1:30 pm, Thursday, April 30, 2020, at the office of Director of Business Services, ISD 31, Mailing Address: 502 Minnesota Avenue NW, Bemidji, MN 56601. On the same day, bids will be opened and read aloud at 2:00pm at the offices of Freeberg and Grund, Inc. 321 Beltrami Avenue, Bemidji, MN. CDC and WHO recommendations shall be followed at time of bid opening.
The Project involves the following items and approximate quantities:
.Various concrete item removal, Salvage of existing playground system, catch basin, 1600 SY geotextile fabric, installation of underdrain system, re-installation of playground equipment, 365 LF 12” PE storm sewer, 270 CY pea gravel, 200 CY excavation, 500 CY wood chips (EMF), 195 SY concrete walk, turf establishment and restoration.

An optional paper set of project documents may be obtained from the Engineer at the address stipulated above upon a non-refundable payment of $80.00 for each 11x17 set.
Contractors who intend to submit a bid shall be required to attend a pre-bid meeting with the Engineer.
Based on the current situation with COVID- 19, pre-bid meetings will be held by appointment on site at Northern Elementary school. This follows recommendations from the CDC and WHO regarding group gatherings. Please contact Mark Fuller, Freeberg & Grund, Inc. at 218-759-9218 to schedule your pre-bid meeting time between the dates of Tuesday, April 21 and Wednesday, April 22.
Bid security in the amount of five percent (5%) of the total Bid price must accompany each Bid.
The Contractor shall provide the Owner a responsible contractor statement required under Minnesota Statutes, section 16C.285 if the provisions of that statute apply to the project prior to commencing any work. If the provisions of Minnesota Statutes, section 16C.285 apply to this Contract, no subcontractor that fails to meet the minimum criteria of a responsible contractor in set out in that section, fails to verify compliance with the minimum criteria, or makes a false statement regarding meeting the minimum criteria is allowed to perform any of the Work. The Contractor is responsible for obtaining a responsible contractor statement from each subcontractor authorized to perform any portion of the Work. The Contractor shall provide Owner a copy of such statements upon request. If the Contractor or any subcontractor retains any subcontractors in addition to those originally disclosed to the Owner and from which responsible contractor statements were obtained, the Contractor is required to obtain a responsible contractor statement from each such additional subcontractors and, within 14 days of when the additional subcontractors were retained, to submit a supplemental responsible contractor statement to the Owner.
The successful Bidder will be required to furnish a Performance Bond and Payment Bond guaranteeing faithful performance and payment of all bills and obligations arising from the performance of the Contract.
The District reserves the right to waive any irregularities and to reject any or all Bids as they deem to be in its best interest.
No Bid may be withdrawn within a period of sixty (60) days after the date fixed for opening Bids.
