Sealed proposals are solicited for furnishing equipment (Goods) and services (Special Services) for a granular activated carbon (GAC) filtration treatment system to remove per- and poly-fluoroalkyl substances (PFAS) and other hydrophobic compounds from pumped groundwater. The Goods and Special Services being solicited will be incorporated into a separately bid contract for the construction of the City of Bemidji’s Near Term Water Treatment Plant (Project) by the Construction Contractor. It is intended that the Agreement between Seller and Buyer will be assigned to the Construction Contractor.
The Goods and Special Services generally consist of the following:
•Furnish a GAC treatment system consisting of pressure vessels, granular activated carbon media, facepiping and valves, instrumentation, and all other components required to accomplish the treated water quality objectives as set forth in the Specifications.
•Delivery of the GAC treatment system to the Construction Contractor for incorporation and installation into the Project. Coordinate delivery with the Construction Contractor.
•Coordination with, and support of, the Construction Contractor during all phases of the Project, including but not limited to: contracting, submittals, scheduling, invoicing and payment processing, shipping and delivery, construction, start-up and commissioning, documentation, project close-out, and warranty work.
•On-site technical assistance for start-up, media installation, and other commissioning activities.
•Other work as described in the Project Manual

Copies of the Bidding Documents may be examined at the Bemidji Public Works Facility, 1351 5th Street NW, Bemidji, Minnesota, 56601. Copies of the Bidding Documents may be obtained at the Bemidji Public Works Facility for a nonrefundable cost of $50.00 per set, and an additional $10.00 charge per set if
mailed. Requests for mailed copies shall be made to Craig Gray, Director of Public Works and City Engineer (218-333-1851, craig.gray@ci.bemidji.mn.us).
Bids will be received at the Bemidji Public Works Facility until 1:00 p.m. Central Standard Time on Tuesday, March 10, 2020. Bids will be opened and read publicly.
Bids shall be made on the forms attached to and made a part of the proposed contract documents, in conformance with the Instructions to Bidders, and Bids shall be addressed and submitted to:

GAC Treatment System Procurement
Each Bid shall be accompanied by all forms listed in the Instructions to Bidders and a certified check or bid bond payable to the City of Bemidji in the amount of 5 percent, as a guarantee that Bidder will enter into an Agreement with Buyer, in accordance with the terms of the Project Manual, in the event that Bidder is selected by Buyer to furnish the Goods and Special Services.
No Bids may be withdrawn for a period of sixty (60) days from the date of opening of Bids. Buyer reserves the right to accept any Bid, or to reject any or all Bids.
