Construction of a skate park in Bemidji is included in the goals of the Bemidji Youth Advisory Commission for its 2007-08 year. Jackie Hess, vice president of the BYAC, offered the commission's report during Tuesday's City Council meeting. She outlined the accomplishments of the BYAC during 2006-07 and offered the group's top three priority goals, which include leading a youth-intensive process to design and build a skate park. Councilor Ron Johnson was supportive of the BYAC's goal to locate a skate park in Bemidji.
Two individuals were charged on Tuesday for their role in the theft of mail in Beltrami and Hubbard counties. Sean David Adams, 28, and Monica Ann Spencer, 32, both of Bemidji, were charged with transaction card fraud, a felony, on Tuesday in Beltrami County District Court. According to the criminal complaints, both Adams and Spencer confessed to going through rural mailboxes and stealing credit cards and checks. The investigation began when a man reported on Aug.
All of the events center plans - including the long-term "dream" - will be presented to legislators when they visit Bemidji later this month. The Bemidji City Council on Monday told the Headwaters Regional Development Commission to present legislators with both the current plan for an events center/arena and its long-term desire to also have a complex with a second sheet of ice and a convention center. The City Council has voted in support of a $50 million events center/arena. Half of the funding for the project would come from the half-cent sales tax.
The Mahnomen County Sheriff's Office is investigating an apparent murder-suicide that allegedly occurred on Monday. According to a press release, the Mahnomen County Sheriff's Office received a 911 call at about 8:15 p.m. Monday from Paul William Warren, 86, of rural Mahnomen County. During the phone call, the Mahnomen County Sheriff's Office Dispatch heard at least one gunshot after Warren stopped speaking, the release said. When deputies arrived at Warren's home several minutes later, they found Warren and his wife, Doris Oma Warren, 86, dead in the living room, the release said.
Markus Matthew Moe, 19, of Bemidji pleaded guilty Tuesday to a serious felony charge of third-degree criminal sexual conduct involving a 14-year-old girl. Moe will next appear in court Oct. 22, with the charge defined as sexual contact with a victim between the ages of 13 and 15 when the perpetrator is more than 24 months older than the victim. The Bemidji Police Department was called about 11 p.m. June 13 to North Country Regional Hospital to a complaint of sexual assault.

More than 20 people called the Beltrami County Sheriff's Office Tuesday regarding mail that may have been stolen from them Aug. 24. The Hubbard County Sheriff's Office said several people had called to report the possible theft of their mail, and the calls were still coming. A Beltrami County citizen reported Friday that he had found a large quantity of mail near his residence.
Jay Allen Lutgen, 19, of Bemidji, was charged Monday with first degree criminal sexual conduct involving a victim under the age of 13, a serious felony. Bail was set at $50,000. His next court date is Sept. 4. Lutgen is accused of sexually assaulting a 6-year-old girl on several occasions throughout several months. According to the criminal complaint, deputies with the Beltrami County Sheriff's Office were called to North Country Regional Hospital on Aug. 21 in regard to a sexual assault of a child. On Aug.
Bemidji State University and the city of Bemidji are still negotiating an agreement in which the university would serve as the anchor tenant of the events center, Mayor Richard Lehmann said Monday. "They are working with us," he said. Ronald Mann, 50, of Cass Lake, was arraigned Tuesday for felony second-degree murder in Cass County District Court. Bail was set at $500,000. His next court date is Friday. Ronald Mann is accused of murdering his 74-year-old father, Ivan Mann, whose body was found on Friday in a wooded area near his home in Wilkinson Township. According to the criminal complaint, Ronald Mann killed his father following an argument.
