A split decision for Water Carnival: Jaycees submit request to hold event at 2 locations this year

The Water Carnival logo for 2017 was released last week, incorporating the original plan to have the event on Fourth Street. The Bemidji Jaycees have since withdrawn their offer to hold the Water Carnival on Fourth Street and are working on a new location.
