City Council to consider Pinnacle request

The stalled Pinnacle Village Outlets project planned for the intersection of U.S. Highway 2 and 71 is scheduled for another look by the Bemidji City Council.

The City Council will meet at 7 p.m. on Monday in Council Chambers at Bemidji City Hall, 317 Fourth St. N.W.

The City Council will discuss and take action on a request from Harry Takhar of Pinnacle Village. Takhar's letter of March 28 to the City Council requests permission to proceed with rough grading of the property.

However, in his recommendation to the City Council, City Manager David Minke said he can't recommend approving any amendment to the Pinnacle developer's agreement until the developer submits a final plat and final plans for city approval.

Takhar's argument in his request for modification of the developer's agreement is that Pinnacle can't finalize the plat until the outlet has specific tenants and buyers.

Rough grading began on the project this fall, but the city ordered that all work be stopped because of a provision in the developer's agreement that states that "no work shall commence upon the property" until a number of conditions have been met.

The preliminary plans call for the project to be built in at least two phases. Takhar described the first phase consisting of 21 stores, two food courts and four restaurants. The second floor of the mall will house Pinnacle's management offices and possibly a chiropractor's, dentist's or doctor's office. More stores, restaurants and a hotel are planned for the later phases of the 425,000-square-foot mall.

Takhar estimated an annual payroll from Pinnacle of about $9 million for about 1,000 employees.

In other business, the City Council is scheduled to discuss hiring a city manager to replace Minke, who has taken the position of assistant town manager in Castle Rock, Colo.

The City Council will also take action on an ordinance amending the city zoning code.
