Pioneer Editorial: Omnibus bill delays need for passports

While the massive omnibus appropriations bill Congress passed on Thursday and now before President Bush is ripe with earmarks that he opposes, he is expected to sign it anyway as it falls under budget limits he set and contains fund-ing for the war in Iraq and Afghanistan.
