Water project; airport issues top Northome Council meeting

Members of the Northome City Council met in regular session Sept. 7 with all of the council present along with city clerk Connie White and liquor store manager Angel Stradtman.

Others present included Dick Grabko, Leroy Thurlby, Carol Thurlby, Eric Hutchins, Linda Dreher, Jim White, Bill Countryman, Amanda McGriff, Ahren McGriff and Teresa Rankin.

Bill Countryman inquired about a dog leash ordinance and also the water/sewer project during the open forum.

Also during the forum, resident Amanda McGriff addressed the council with concerns she has with low flying airplanes, as she lives adjacent to the airport. Leroy Thurlby of the airport commission, also addressed the council with diagrams he had prepared and information from the airport ordinance concerning zoning regulations.

Agenda items approved included the agenda itself and the minutes of the Aug. 3 regular meeting, following some discussion.

Dick Grabko, SEH Representative, gave a project financing update on the city's water and sewer project.

He informed the council that Matt Pellinen, who appeared before the council in the past was no longer working for their company. SEH is currently working on securing loan funding and explained the different possible sources.

He explained it was important to secure low interest loan funding at this time in order to leverage grant funds. He felt strongly that there will be a bonding bill and money available and that this project will be in the running. The Bonding Bill Committee will be visiting the community and SEH is also arranging meetings with local legislatures.

Grabko also discussed the possibility of a housing rehab program and that paring up with another community would be advised as preference is given to joint applicants.

The projection is that the water project will take place in 2012 and the wastewater project in 2013.

Discussion on airport issues continued with the McGriffs, Leroy Thurlby and the council. Eric Hutchins, a pilot from Itasca County, was also available to address some of the concerns that Mrs. McGriff had. No action was taken on the matter.

Following that discussion, White updated the council on the submission of a grant application for airport improvement projects.

Stradtman reported a number of problems she has been having with building and plumbing issues and had questions on the signage the council had chosen to order, but it was decided to go ahead with what was planned.

She also had questions about the process of reviews for liquor store employees. The council instructed her to take care of the reviews before hiring part-time bartender Alex Skaret.

The council then approved a request that Stradtman and one other bartender attend the regional MMBA meeting September 28 in Bemidji.

As Cory Lindley was on vacation, there was no one there to give the public works report so the council moved on to the library report.

It was noted that a payment has been received from League of Minnesota Cities for the claim on the interior water damage to the library. It will probably be late October before the work is done, according to the report..

There was some discussion on complaints on the tire and rubbish pile on the Carsella property but no action was taken.

Resolution No. 2011-10 approving 2011 Preliminary Tax Levy, Collectible in 2012 was then discussed before it was approved. The resolution reads as follows:

CITY OF NORTHOME

A RESOLUTION APPROVING 2011 PRELIMINARY TAX LEVY, COLLECTIBLE IN 2012

Be it resolved by the council of the City of Northome, County of Koochiching, Minnesota, that the following sum of money be adopted as the 2011 Preliminary Levy, collectible in 2012, upon taxable property in the City of Northome, for the following purposes:

General Fund Levy - $48225.

The City Clerk is hereby instructed to transmit a certified copy of this resolution to the County Auditor of Koochiching County, Minnesota.

Adopted by the Northome City Council on September 7, 2011.

Resolution No. 2011-11 approving VFD Fire District #1 Levy was then read and approved. That resolution reads as follows:

RESOLUTION NO. 2011-11

CITY OF NORTHOME

A RESOLUTION

APPROVING PROPOSED 2012 VOLUNTEER FIRE DEPARTMENT BUDGET AND FIRE DISTRICT #1 LEVY

Be it resolved by the council of the City of Northome, County of Koochiching, that the 2012 Northome Volunteer Fire Department Budget, calling for revenues totaling $31,066 and expenses of $31,066 is adopted as presented at the 2011 Fire Department Budget and Contract meeting, held Sept. 1, 2011, at the Northome Fire Hall, including the proposed 2012 Fire Contracts, including the 2012 Koochiching Fire District #1 levy in the following amount:

2012 Fire District # Northome Levy - $12,633.00

The City Clerk is hereby instructed to transmit a certified copy of this resolution to the County Auditor of Koochiching County, Minnesota.

Adopted by the Northome City Council on September 7, 2011.

The council then moved on to approve the August financial reports and the August disbursements totaling $68, 971.28 and to approve current claims presented with the exception of claim #1309 from Minnesota Mayors Association, for a total of $13,571.35.

Council also voted to pay the invoice from Custom Fab and Body LLC upon delivery of the new fire truck, contingent on approval from the Northome Fire Department.
