ST. PAUL, Minn. (AP) — St. Paul has emerged as the big winner in a new way of handing out state bonding money, with $25 million set aside for a new stadium for the minor league Saints baseball team.

Gov. Mark Dayton announced the winners of construction money Thursday. Nearly 100 projects applied for money in a $47.5 million pool that was set up by lawmakers who gave the governor final say.

An office building and parking project in Duluth gets $8.5 million and a wellness center in Wadena gets $4.2 million.

And a planned new southwest leg for the Twin Cities light-rail system gets $2 million.
