FARGO, N.D. (AP) -- Fargo police say a high-risk sex offender who cut off an electronic monitoring device he was wearing and disappeared on Monday has been arrested.

Eppler also is known as Jose Munoz Gutierrez. He was convicted of felony sexual assault in Burleigh County in 2007.
Authorities say Eppler also has convictions in Minnesota and Iowa for burglary, fleeing and eluding, assault and unauthorized use of a motor vehicle.
