GRAND FORKS, N.D. -- City officials in Grand Forks say they are willing and ready to provide assistance to their counterparts in the flood-ravaged Minnesota city of Duluth.
Mayor Mike Brown tells the Grand Forks Herald that for now, Grand Forks is offering support and advice, including a 14-page document prepared after Grand Forks was devastated by the Red River flood in the spring of 1997. It's called "Lessons Learned."
