Foster parents lose license over spanking

TWO HARBORS, Minn. -- A Two Harbors couple has lost their foster care license over spanking.

The Minnesota Department of Human Services revoked the license of foster parents Kirk and Beth Schield. They were licensed to care for up to four foster children. A state investigator found Beth Schield spanked a foster child on more than one occasion even though she knew it was not allowed.

Foster children in the Schield's care were removed from their home. Kirk Schield is pastor of Shepherd of the Lake Lutheran Church in Two Harbors. The Duluth News Tribune says the Schields plan to appeal the revocation, which was posted on the agency's website this week.

Spanking is banned in public schools in 30 states, including Minnesota, but it's not prohibited in the home in any state.
