City Council to address Stoner Avenue change, tax levy increase

Changing the name of Stoner Avenue in Bemidji and approving the preliminary 2012 tax levy are on the agenda for the next Bemidji City Council meeting.

The council will meet at 7 p.m. Tuesday, Sept. 6, at Bemidji City Hall.

The council will need to decide whether to approve a resolution that increases the preliminary 2011 tax levy collectible in 2012.

During an Aug. 21 work session, city staff adjusted the budget to include the following:

- 2 percent levy increase amounting to $76,000.

- 3.5 percent gas/electric franchise fee.

- Add two officers to the police force.

- 1 percent cost of living increase for city staff.

- $10,000 for the Joint Economic Development Commission.

City staff reported a surplus in the general fund budget of $50,300 due to reduced engineering costs for 2012 projects. This surplus could potentially be used for Sanford Center operations or to build its surplus in revenues in anticipation of future Local Government Aid cuts.

The final levy is expected to be approved in December. This amount can be lowered, but not increased.

The council will also be holding a public hearing of the second reading of an ordinance changing the name of Stoner Avenue to Franklin Avenue.

The council will conduct the first reading of an ordinance change regarding the Sales and Use Tax Agreement with the Minnesota Department of Revenue. The council lwill also hold the first reading of a franchise fee ordinance for Otter Tail Power Company, Beltrami Electric Coop and Minnesota Energy Resources Corporation.
