Bemidji School District: District to vote on approving tax levy, among other items

The Bemidji School District's Board of Education will meet at to vote on the approval of the Pay 2011 Levy, among other items of business.

The meeting will be held at 4:30 p.m. Monday, Dec. 20, at the Bemidji High School Media Center.

The proposed final tax levy for 2011 is $8,997,035.94. In September, the board approved a Pay 2011 levy limit of $8,997,036.78.

The final levy may not be higher than the preliminary levy limitation except for voter-approved bond or operating levies, natural disasters occurring after certification or a judgment that is finalized after certification.

The 2011 levy is a .11 percent overall decrease in dollars levied, compared to last year's levy limit of $9,006,564.

Bemidji currently has a voter-approved operating levy of $501 per pupil. The maximum amount allowable under the state-imposed cap is $1,332.24 per pupil and the state average is $936 per pupil.

Tax levy authority may only vest in a school board through voter approval or legislative action. A school board does not have any taxing authority unless it comes from the state legislature or the voters of the Bemidji School District.

Reductions

The board will also vote to adopt a resolution directing the administration to make recommendations for reductions in programs and positions.

The recommendations will be presented to the school board for formal consideration at its March or April meeting.

Other business

In other business, the board will to vote to:

E Approve the ISD 31 Beltrami County 403(b) restated plan.

E Approve the Minnesota Department of Transportation's offer of $161,050 for damages related to the acquisition of property for the construction of Highway 71 and to authorize the district superintendent to complete the necessary documents.

E Advertise for sealed bids for the sale of approximately two acres of land located in Buzzle Township, Beltrami County.

E Approve the addition of a .05 fulltime equivalent Early Childhood teacher and a fulltime Early Childhood Special Education teacher.

E Approve the first readings of the Harassment and Violence, the Family and Medical Leave, the Hazing Prohibition Policies and the Bullying Prohibition Policies.
