The Bemidji City Council voted unanimously Monday to again continue a public hearing on an ordinance relating to animals.

The "animals and poultry" ordinance does not include dogs and cats: It refers to those such as a domesticated horse, pony, mule, donkey, pig, cow, goat, pigeon, chicken, turkey, duck, goose, rabbit, guinea hen, guinea pig and sheep.


The city's role in governing animals or poultry is split with the Greater Bemidji Area Joint Planning Board, which is in charge of the permitting process.

However, because the JPB staff is limited, the city has thus far decided to continue its role in enforcement, particularly concerning nuisances.

One resident, John Wilder, appeared before the council during the public hearing saying that he had not had sufficient time to review the ordinance.

City Attorney Al Felix suggested that the council continue the public hearing until Dec. 6 and it agreed.

Also, the council dispensed of the first reading of an ordinance that would allow for a 2 a.m. bar-closing time. There was no discussion.

The public hearing on that ordinance also will be Dec. 6.
