BEMIDJI — The saying goes something like this: There is one thing they don’t make more of, and that is time.

Cliff Tweedale, executive director for the Headwaters Regional Development Commission, heard that saying from a friend awhile back, and admits the idea of having more free time was a factor when he decided to retire after 38 years with the HRDC.
